Comprehensive Test Ban Treaty (CTBT)

Since July 1977 we have been negotiating with the
Russians and Americans for a CTBT that will ban all
nuclear tests, initially for 3 years. The treaty, which may enter into force in 1980, will apply equally to the UK and her dependent territories (as does the Partial Test Ban Treaty of 1963). This telegram is to give
advance warning of one of the verification provisions and
to seek your views.

An essential feature of the treaty will be
arrangements to verify that nuclear, tests are not being carried out. These will include provision for a treaty party to request an on-site inspection (OSI) on the territory of another party, if it can show good reason to
believe that a nuclear explosion may have taken place in violation of the treaty." The provision for OSI will be designed to discourage frivolous or harrassing requests. OSI will be based on the so-called voluntary or
