N Clone - is x tome? Is there any territory, that does not have at least NOREEN I refer to your two minutes of 30 January concerning the comprehensive test ban negotiations, one on National Seismic Stations, independent territories, and the other about on-site inspection in the dependencies.
2. First, may I mention that the arrangements for handling cypher telegrams in many dependencies are very primitive, often X involving the Governor himself and book cypher. I would
therefore make a general plea that these papers should go by bag rather than telegram.
3. As regards Seismic Stations, I think the first question that will arise in many territories is whether they will benefit financially from making the necessary land available and, if so, how much. I suggest the draft should cover this point.

As regards on-site inspection, I am fairly sure, subject to the observations of legal advisers, that no legislation will be needed in any of the dependencies if the only requirement is aganstuk for the temporary admission of designated foreign personnel and Treat, prate instruments. But in some territories immigration and, in more
territories, customs, are under the control of the locally- elected government. It would therefore be necessary for the Governor in exercise of his responsibility for external affairs and defence to concert the arrangement with the responsible Minister. This should not be too difficult but there might well be local political problems. On these, although the views of Governors should certainly be sought, one must observe that it is very difficult to foresee what the political situation might be several years hence in any particular territory.
5. One final point should I think be made. By the time these arrangements ever come to be implemented some of the territories concerned may have moved to or be moving to independence and so become no longer available for this exerciser
