Hong Kong and Pitcairn are among the sites suggested by the Russians for NSS in UK dependent territories. We see political difficulties vis à vis China with Hong Kong and severe problems of accessibility at Pitcairn. We also see no seismic case for NSS at these sites. We have therefore not included these territories in our contingency list of sites in para 3 of TUR.
2. It would nevertheless be helpful to have your views so that we can reply to the Russians as effectively as possible if they press for NSS in these territories.
