1. You will recall that we have agreed £6,000 as the "seminar budget" for the current financial year. I think we can plan on the assumption that £6,000 will again be available for seminars in the financial year 1979/80.
2. Co-ordination of seminar activity is the responsibility of Planning Staff and it is therefore for Planning Staff to decide whether the expenditure envisaged in Mr McLaren's minute, of approximately £1,325 on this one seminar, is justified. It would, in fact, mean using nearly one quarter of the whole. "seminar budget" on the seminar on dependent territories; and it might consequently be difficult for you to pay for all the other seminars which you may wish to hold during the period (a fairly lengthy programme was suggested in your minute of 18 August 1978). You will wish to consider the proposed expenditure on the dependent territories from this point of view.

It would be useful to know how expenditure on seminars during the current financial year is running. Are we keeping within the "budget"? It will not, incidentally, be possible to carry forward into next financial year any money saved from this year's "seminar budget":
