We discussed also the question of non academic participants. On the official side, I confirmed that we expected representation to come mainly from the FCO and ODM. Mr Ward suggested we might add to the list the name of Mr Philip Marr of the Bank of England who served for three years in Bermuda as a Financial Adviser to the Government. I said that we were hoping to include some recently retired Governors, such as Mr John Smith, and Mr Walter Wallace. Mr Selwyn suggested we might also include Miss Eleanor Emery. I said that we hoped to be able to include some parliamentarians: from the House of Lords, the names of Lord Shackleton, Lord Kennet, and Lord Boston of Faversham had been suggested. From the House of Commons, we should probably approach people who had shown their interest in Dependent Territories by their membership of the appropriate parliamentary groups.

10. Among journalists with an interest in Dependent Territories, Mr Selwyn could only think of two BBC staff members, Dr Peter France and Mrs June Knox-Mawer, both of whom have written books and articles about the Pacific.

11. The IDS representatives could not suggest any names of people from the Dependent Territories who might be available at the appropriate time. There were no current Fellows of the Institute from the Dependent Territories. However, it often happened that people from overseas came to the Institute at relatively short notice, for limited stays, and it is possible that somebody suitable would be around in September. I confirmed that we should probably

have enough flexibility in our arrangements to be able to issue an invitation to any such person who showed up, even to the last few days before the seminar actually took place.
