PROPOSED SEMINAR ON THE FUTURE OF THE DEPENDENT TERRITORIES, 24-26 SEPTEMBER 1979
I am sorry to have taken so long to write following my visit on 1 March: I am afraid that more immediate matters have somewhat pushed the seminar into the background.
I confirm that we have now obtained clearance from our financial and policy planning people to go ahead with the proposed seminar. I would therefore like formally to request your agreement to the seminar being held at IDS from 24 to 26 September. We envisage between 20 and 25 participants, and would be grateful if the Institute could make available suitable accommodation and confer- ence facilities for all participants.
We have been allocated a budget that should be sufficient to cover the full costs on the basis of the figures quoted in the undated letter you wrote in January to Tony Clarke. However, it would help to give us a little more margin to play with if IDS could agree to co-sponsor the seminar to the extent of waiving charges for the conference facilities. We shall bear the full costs of travel, food and accommodation.
Even if IDS are not able to provide this measure of financial support, we should still like to present the seminar as being jointly sponsored by the IDS and the FCO.
We are now drawing up a final list of possible participants, on the basis of the helpful discussions I had with you, Percy Selwyn and Michael Ward on 1 March, and the subsequent soundings we have made here in London, and hope to be able very soon to make some initial approaches. I shall ensure that you and Percy are kept informed.
