1. I attach a minute recording the outcome of my visit to Brighton on 1 March and a copy of a follow-up letter that I have now sent to Ms Clyne. I should be grateful if you could now take the next steps as follows:-
(i) Contact Dr Peter Lyon at the Institute of Commonwealth Studies,
University of London (my minute of 9 November 1978 at folio 31 on the 1978 file) and ask if you can go and see him to get his ideas on possible participants: it would be particularly helpful if he could give us the names of anybody he knows in London who are actually from any of the Soweth Dependent territories;
(ii) Once you have done that, produce a consolidated list of
possible participants.

Mr McLaren has suggested that once this list is ready, he should circulate copies to all those in the Office who have shown an interest in this seminar, and convene a meeting in order to draw up a first and second eleven. I should be grateful if you could in due course submit the consolidated list with a draft minute from Mr McLaren (which should, among other things, outline the stage we have reached on such things as location, dates and possible programme).
