Guyana High Commissioner in London, whose academic background
he considers most suitable; he also recommends someone from
the Commonwealth Secretariat, who has been working on the
recent paper on the problems of small states. It may also be
considered whether we should include a representative of
industry or someone with experience of administering French,
Dutch or US dependencies. I recommend that this group should
