SEMINAR ON DEPENDENT TERRITORIES
1. It has been agreed that the Seminar should be held at the
Institute for Development Studies (IDS), Brighton, from
24 to 26 September 1979. The programme would probably be on
the following lines:-
Monday 24 Sept.:
Participants assemble during afternoon

Tuesday 25 Sept.:
Tuesday evening:
Wednesday 26 Sept.:

Introductory session: talk by FCO representative on the present policy and the reasons behind it, followed by discussion.
All day devoted to working sessions on topics such as the following:
the experience of other Colonial powers;
- the views of the inhabitants of the
Dependent Territories;
the role of aid;
the alternatives to independence;
- the special problems of small island
territories;
defence problems.
Possibly some form of entertainment (eg a film show or a night out in Brighton) or a formal dinner.
10.00 am 12 noon Round up session, followed by lunch for
those who want it and dispersal.
2. Academic participants (8): I attach a list of the names
proposed under this heading. From this list, which has been
discussed with the Institute of Development Studies, Brighton,
and of Commonwealth Studies, London, I would propose we give
