6. A further point in favour of reduction is that we had only budgeted for 25 participants. If Mr Ridley (and Private Secretary) chooses to be present for more than the opening session, we may risk overspending; also if one or two out- standing candidates from the DTs themselves became available at short notice, we could fit them in without overspending. In view of the academic over-stocking, my above nominations must surely be the minimum to achieve any sort of balance.
