I assume that you will be inviting someone from the Commonwealth Secretariat. You may also care to have some UNCTAD participation. As you probably know, they have a programme on islands; people mainly involved are Jack Stone and Edward Dommen (both in the Research Department).
It would be worth having some representation from the private sector, especially in the financial field. I understand that Richard O'Brien of AMEX International is both interested in development issues and capable of making a good contribution in discussion. Incidentally, the Commonwealth Secretariat runs a regular course on capital markets an issue which will be of interest to those territories involved (or hoping to be involved) in the offshore banking business. I gather that the responsible officer is Mr. Small, who is a Deputy Director.
