Thank you for your letter of 2nd July. I have had a word with a few people around here on possible invitees, and we have several suggestions.

First, M.P.s: you might ask Bernard Braine (who, as you know, has been Chairman of the Conservative Committee on Dependent Territories); Christopher Brocklebank-Fowler; N.J. Spearing and Judith Hart.
You might care to invite some journalists. Iain Guest is writing some interesting pieces for the Guardian on the French territories and might make an interesting contribution; possibly Michael Simmons, Patrick Keatley or Colin Legum might care to be involved.
I very much agree that it would be desirable to have participants from the dependent territories themselves, if this can be arranged. It would certainly be odd, in 1979, to be discussing the future of the dependent territories without the presence of any of their citizens. The difficulty of course is to find anybody suitable who happens to be in the U.K. at the time. I have looked through the list of visitors put out by the Association of Commonwealth for their lue on th: Universities, but have drawn a blank no doubt because these itud, we
places do not have any universities. I have also had a word with Romesh Gunasekera of the British Council about any prospective visitors, but he has not yet been able to come up with any names.

If you would be happy with a participant who is not at a very senior level, we know of a mature student from the Cayman Islands who should be in England at that time. His name is Marquess R. McLaughlin, address: East End P.O. Box 46, Grand Cayman, Cayman Islands, W.I. My impression of him is that he would make an interesting and lively contribution to discussions if he were invited. But apart from him, I am afraid we have no suggestions.
I understand that you are proposing to invite some ex-colonial governors. You might find it interesting to have somebody who was involved in the Colonial Office in the old days, when all these issues were gone over at great length. Have you thought of Duncan Watson?
