DEPENDENT TERRITORIES SEMINAR
Thank you for your minute of 25 July. We should certainly like someone from ODA to take part in the seminar on 24-26 September. If I can, I will attend myself, but I may be overseas. In that event, I hope you would agree that Mr Fry, the Head of our Finance Department, should represent ODA. In that capacity, and in previous ones, he has had a great deal to do with developmental and financial questions in Dependent Territories, including the problems of budgetary aid. I think he could also be regarded as meeting Mr Ridley's requirement for a financial hatchet man.
2. May we leave it until a little nearer the time to let you know which of us will attend?
