Paragraph 2.4, line 6:
after "practice" insert "often";
Paragraph 3.2, line 6: for "their international obligations", read "our international obligations";
Paragraph 3.4, last line: amend to read ".... independence possibles within a regional framework";
Taragraph 3.6: delete "two":
Paragraph 4.3, line 7: delete "little or";
Paragraph 4.6, last line: *? for "eg" read "c.f.";

The draft paper seems to me
relevant and comprehensive. But,
as I mentioned to you, this will affect the substance and length of the remarks being prepared for Mr Ridley.
