SEMINAR ON THE FUTURE OF THE DEPENDENT TERRITORIES
1. I was interested to see from your circular letter of 7 August that you are organising a Seminar on The Future of the Dependent Territories. It seems an excellent idea. I have no proposals for membership but hope you will circulate a report in due course. Incidentally, I have just signed a letter to Dick Stratton about the future of Pitcairn though I fear it contains more cautions than positive proposals.
2. New Zealand, of course, has a good deal of experience with small islands and is currently faced with the problem of what to do about the Cooks and the Tokelaus. I do not know whether you are interested in non-British members. I know of no non-official New Zealanders who are going to be in London about that time but if you were interested you could check with Brian Lynch, the Deputy High Commissioner. If you wanted anyone governmental he himself is personally expert in the problems of the South Pacific because he was in charge of that side of the Ministry of Foreign Affairs before taking up his appoint- ment in Britain.
