Seminar on the Future of Britain's Remaining Dependent Territories
1. I enclose for your your own information, a copy of the paper prepared specifically for this Seminar.

This paper is not classified, but it is covered by the Seminar rules (ie the Chatham House Rules), and is basically a discussion document. As the introduction says, it is not an authoritative statement of Government policy.
3. This letter is addressed to the OAGS of the 8 territories to be discussed, with information copies to Belize, Port Stanley, Gibraltar, Hong Kong and Vila and to BGR and DevDiv in Bridgetown.
