Because of the unstructured nature of our talks (there was no set agenda and the Dutch took very few notes) I have not made a formal record but have merely attached at annex a summary of the main points covered. It is significant that the only questions that the Dutch asked me themselves were about the outcome of the Anglo/US/Canadian talks on the Caribbean in Washington on 2/3 May and the latest developments over Grenada. They showed no interest whatever in constitutional developments in our own territories in
the area.

I communicated the contents of this minute to the Director of Caribbean Affairs at the State Department, Mr Ashley Hewitt, when I met him at the Caribbean Group Donors' Conference in Paris on 17 May. He expressed his dismay at the Dutch attitude.
