I attach a consolidated summary of the discussions last week and a draft covering note from Mr Stratton to Mr Ridley, and should be grateful for your comments, and for any amend- ments, additions or deletions that you may wish to suggest. In particular, I notice that the penultimate paragraph on page 2 of the summary, in your section on the aims of aid, appears to end in mid-sentence: is there something that should be added to finish it off?
