It will not I think surprise you to learn that, as time goes on, more and more of the "Directions to Governors for general guidance given by the Crown through the Secretary of State for Foreign and Commonwealth Affairs", otherwise known as Colonial Regulations, appear to us and our staff to be outdated.
One such regulation is CR 42 which states that an officer who is absent from the Territory without permission shall be liable to summary dismissal. On this regulation, we have dutifully based our CSR 468 which reads as follows :
(1) Heads of Departments and all other officers are
prohibited from leaving the Colony without first obtaining permission from the following authorities:-
Officer
Heads of Departments
All other officers
Authority
Secretary for the Civil Service
Heads of Departments
Any officer contravening this Regulation is liable to summary dismissal without further disciplinary proceedings.
(2) Restrictions are from time to time imposed on
visits to certain countries and on travel by ships and aircraft of some countries, whether these visits are made direct from Hong Kong or whilst on duty or leave outside the Colony. They are notified by Confidential Circular. where applications have to be approved by the Security Branch, they must be forwarded at least three weeks before the proposed date of departure. Any officer proposing to visit a foreign country is advised to consult his Departmental Secretary about the applicability of these restrictions before making his plans.
