COLONIAL REGULATIONS:

AMENDMENT
Please refer to your letter CSBCR L/M (1) in DP 66/2-C III of 28 March to Robin McLaren.
2. We have no objection in principle to the amendments you propose, but we feel that a neater amendment to CR 54(5) Appx II would be to insert "as a punishment or" after "retire".
3. My other comment stems from the feeling that we ought to be making local regulations less, rather than more, dependent on CRS. I would therefore suggest that the new procedure you propose for Regulation 4(b) of Disciplinary Proceedings could be considered as an investigation for the purpose of CRs, and there would be no need for your proposed amendments to CRs 56, 57 and 59. This detail would then be included in the Governor's Regulations. A distinction between the types of investigation could easily be covered by use of "preliminary" and "full".
4. If you are content with these suggestions, perhaps you would let me have revised amendments to the Disciplinary Proceedings (CR) Regulations for final clearance and I will process the CR amendment.
