I meant to give you the enclosed copy of the Commission's Annual Report for 1978 when you visited us last Thursday. This has not yet been laid on the table in Legislative Council but it has been seen and approved by the Governor. I expect that you would have preferred in any case to be relieved of the extra weight in your baggage.
I also enclose a short note of our discussion. With reference to paragraph 6, I should be grateful if you could ascertain :

whether there is any provision such as CR 55 in respect of British Crown servants and whether and in what circumstances it is ever used. (I can find no reference to such a provision in the Salmon Report on Standards of Conduct in Public Life - Cmnd.6524);
whether there is any code of practice in Britain restricting the promotion of Crown servants whose integrity is suspect.
It was a pleasure to meet you again and to have the chance to discuss matters which will give rise to future correspondence. I trust that you found us not too
blood-thirsty.
