SPECIAL FACTORS:

(i) British sovereignty in Gibraltar originates from the

Treaty of Utrecht (1917) which provides that if the

territory is ever alienated from the British Crown, it would revert to the Spanish Crown;

(ii) Spanish restrictions on contacts with Gibraltar since

the 1960s keep it economically unviable without the expenditure of British Government departments (MOD, PSA, ODM);

(iii) The territory is small: 3 miles by mile in area, much

of it is too steep for building;

(iv) For most purposes, Gibraltar is part of the EEC

(exceptions are CAP, CET, VAT).

PROSPECTS FOR INDEPENDENCE: This has not been seriously con- sidered by the Gibraltarians, nor the British or Spanish

Governments.
