the suggestion that a sanitised version of the Despatch be issued to territories to enlighten local politicians as to our policy on decolonisation and to promote thought and discussion on the matter. Having issued such a policy statement, would it be helpful to send a senior official from London to discuss the subject further with local politicians, or would that be counterproductive? The use of aid to induce economic and financial viability is a key aspect in the preparation for independence and how it can best be used with this object in view needs to be considered carefully. The security of dependent territories going independent needs thought. Other considerations will no doubt emerge.

5. As a result of these discussions it is hoped to achieve the following:

a) an agreed comment on the text of the draft Despatch. on the Future of the Dependent Territories; and

b) an outline plan on the way ahead to independence.
