In particular, I shall usually require that the

Governor should, in addition to his "reserved) powers"

retain direct responsibility for the following

subjects:-

(1) external affairs, without necessarily

excluding the power to delegate responsibility

to local Ministers for certain regional

matters;

(2) defence;

(3) internal security;

(4)

the police including establishment matters

and financial provision, but without

necessarily excluding the power to delegate

certain responsibilities to local Ministers;

the Public Service;

finance in the case of territories receiving

budgetary aid.

8. It follows that in cases where a move to independence

is not within immediate contemplation, the possibility

of constitutional change or advance will be limited.

I recognise that this may involve inconvenient

andperhaps irritating restraints for the territory,

as it does for Britain; but that is in the nature of

a relationship which we regard as no longer suited

to the modern world. I think it important that this

should be made clear to the political leaders and

people in your territory and I shall be addressing

you separately about this as mentioned in paragraph 1

of this despatch.
