In particular, I shall usually require that the
Governor should, in addition to his "reserve(1) powers",
retain direct responsibility for the following
subjects:-
(1) external affairs, without necessarit
excluding the power to delegate responsibility
to local Ministers for certain regional
matters;
(2) defence;

the police including establishment matters-
and financial provision, but without
necessarily excluding the power to delegate
certain responsibilities to local Ministers;
the Public Service;

(-6) finance in the case of territories receiving

8. It follows that in cases where a move to independence
is not within immediate contemplatio the posibility
of constitutional change er advance will be limited.
I recognise that this may involve inconvenient
andperhaps irritating restraints for the territory,
as it does for Britain but that is in the nature of
a relationship which we regard as no longer suited.
