I have not seen Mr Stanley's comments; but I agree with the points made in (b), (c) and (d) of paragraph 2 of Mr Duff's minute. I accept (sub-paragraph (f)) that we cannot yet make any reference to integration with the United Kingdom in a public document, but I see no reason why we should not do so in the unexpurgated version. I think the time has come to break through this threshold at least to this limited extent.
