A 1. The Queen has now approved the extension of Sir Murray

MacLehose's appointment as Governor of Hong Kong until April 1982. The Prime Minister has agreed that the extension should be

announced before the end of this month.

2. Mr Blaker will be in Hong Kong on an official visit from 23 to 25 September. The Minister of State has been consulted and agrees with the Governor that it would be appropriate for him (Mr Blaker) to announce the extension at a press conference he is due to give in Hong Kong on the afternoon of Tuesday 25 September (Singapore telegram No 331). The announcement will be on the following lines:

"The Queen has approved the extension of Sir Murray MacLehose's appointment as Governor and Commander- in-Chief of Hong Kong until April 1982."

3. As this extension of Sir Murray MacLehose's term of office is the first to be approved under the present Government, I think it would be right to make a parallel announcement here. Allowing for the time difference, this would be early on the morning of Tuesday 25 September. I am in touch with News Department.

4. It would be helpful to have confirmation that these arrange- ments are acceptable to the Secretary of State.
