I told you that I had talked to Mr Duff about Mr Wallace and told him that I intended telephoning Mr Wallace to let him know informally that the DTSAB had not recommended him for the Governorship of Montserrat. Mr Duff agreed to my doing this and added that he would welcome Mr Wallace in the slot in WIAD which would be thrown up by Mr Dale's departure. Providing all went according to plan, this would be in the early part of next year.

As you suggested, I talked to POD about these tentative plans. Mr Logan was away so I put the idea to Mr Beamish and asked if he could see any snags.
He said that his first reaction was that Mr Duff would in all probability have returned to ODM by the beginning of next year and his successor might not feel the same about Mr Wallace. He went on to say that recruitment was a very sticky question at the moment and one in which Ministers were taking considerable interest. He would like us to minute them so that they could consider the proposal in greater detail. He said, however, that he had no objection to my sounding out Mr Wallace informally.

I then spoke to Mr Wallace and told him of the Board's recommend- ation on Montserrat. He was not surprised and grateful to be informed. I asked whether he would be interested in the possi- bility of a "Beachcomber" job in early 1980. He said that he was interested in anything at the moment and asked whether he was per- mitted to know where the job would be. I said it would be WIAD but that plans were very tentative at present. He said this would interest him very much indeed. He asked how long it would be before we could say anything definite. I replied that we ought to be able to let him know one way or the other within the next few months. stressed present problems with recruitment in the Civil Service. He understood and again expressed his gratitude that we were still keeping him in mind.

1. Attach are notes giving some background information on the various appointments which we are putting to the Board.
2. I understand from Miss Hunt that Sir Peter Preston has agreed with the PUS's suggestion that this should be the Board's last meeting and the PUS has now put the proposal to the Secretary of State and written to Sir David Trench. He will presumably advise other Board members of this decision at the meeting.
