Confidential R.J.S. 31/1/79

(2)

Towards the end of 1980, the general elections will be held. As is so often the case, the outcome is unpredictable. If there is change in the present membership of the House, it would be most unfourtunate if there is a change of Governor around the same time. A 'breaking in' period for new members would be useful and necessary. Based on these observations, we are requesting that through your kind offices, the Foreign and Commonwealth Office be made aware of the wishes of the Elected Members of the Legislative Assembly in having the appointment of Mr. Russell, as Governor, extended to at least the middle of 1981.
