Dear Sir,

We the undersigned, Elected Members of the Legislative Assembly of the Cayman Islands, consider of paramount importance, a further extension of the appointment of His Excellency MR. THOMAS RUSSELL, C.B.E., as Governor of the Cayman Islands, when his present extension ends towards the end of 1979.

It has been the good fortune of these Islands to have had the benefit of Mr. Russell's wise leadership at a time when there were sig- nificant political and economic changes taking place in the Territory. His vast knowledge and experience were brought to bear heavily on the shaping of a course, which has led to a commendable degree of stability and prosperity for the Territory.

Both the Executive Council and the Legislative Assembly have performed extraordinarily well under Mr. Russell's wise guidance, and his unselfish and untiring efforts to maintain a harmonious relationship between the Government and the Public, are without precedent in the history of the Territory's administration.

We recall with deep gratitude Mr. Russell's assistance during the crisis involving our National Air Services and during negotiations on the oil transfer operations taking place around Little Cayman. We are still in the process of further negotiations to give this enterprise a more permanent status, that will render it one of the significant sources of income to the Territory. Until the plans now being formulated can become realities, Mr. Russell's continued guidance and assistance will be most indispensable.
