Mr Posnett's minute of 29 January on his West Indian tour opened the possibility of Mr Russell being moved from the Cayman Islands rather earlier than had previously been expected, which I understand was towards the end of 1980. When Mr Strong was appointed to the Turks and Caicos we held out to him the possibility that he might move to the Cayman Islands when the Governorship there fell vacant, though this option would have involved him working on for at least several months after he reached 60. We would in any case now wish to sound Mr Strong out again on this option but this becomes the more urgent if there is a possibility of Mr Russell moving early.
