Thank you for your minute of 20 March about the appointment of a new Governor of Belize.
2. It is our view that the next Governor should also be a member of the Diplomatic Service and that he should preferably have had dependent territory experience.

If the present Opposition form the next Government there would be considerable advantage in having a Governor with experience and/or knowledge of dependent territory constitutions since the Opposition have no experience of Government and apparently have a poor understanding of the Constitution. would therefore be useful if a candidate could be found who has previous dependent territory experience but the most important requirement in our view is political experience and a character which would enable him to deal sensitively with a difficult relationship with the Belize Government.
5. Future policy on Belize will depend on Ministerial decisions in London as well as on events in Belize and it is therefore necessary in my view to keep options open. The appointment
of a Diplomatic Service Officer to the post would best achieve this.
