I telephoned Mr Wallace on 6 April to give him the news that we would not be able to offer him the succession to Mr Lloyd as Deputy Governor in Bermuda. I explained that because of his previous service in Bermuda, and association with the United Bermuda Party, the Governor had thought it prudent to take soundings as to Mr Wallace's acceptability to the opposition. As a result of these soundings the Governor had concluded that there would be a political risk in appointing Mr Wallace as Deputy Governor, and it was not one he was prepared to take. I said that we were all very sorry that the plan had come unstuck in this way, but Mr Wallace would understand that we had no option but to accept the Governor's decision. Mr Wallace took this very well. Although obviously disappointed he appeared to accept that his previous association with the United Bermuda Party was a real political obstacle to his appointment.

I then said that we had surveyed the field to see what other appointments were coming up over the next year or so. Unfortunately there was very little. A new Governor of Montserrat would be needed at the end of the year and Mr Wallace could be considered for that. But it was only fair to warn him that there was another very well qualified candidate in the field who would probably be recommended to the Board. Mr Wallace would not be the leading candidate for this post.

Finally, I said that if Mr Wallace wanted part-time work in London there was a vacancy in the Sensitivity Review Staff in Library and Records Department. I explained the nature of the job and the pay.

Mr Wallace said he would think about all this and perhaps come to see me later this week when he will be in London.
