MR RUSSELL AND GOVERNORSHIP OF CAYMAN ISLANDS
1. Mr Russell is 60 in May 1980. His twice extended tour ends November 1979 and a further six-months extension will take
him to the age of 60.
2. But a change of Governor in May 1980 would be rather soon before the next General Election in the Islands,due not later than November 1980 but could of course be sooner. There may be quite a shake-up in that election and fresh prospects of con- stitutional advance. It would therefore make sense for
Mr Russell to be in post for the first six months also of the
new Government.
3. I accordingly recommend extension up to May 1981. I attach for HKGD's papers a copy of my minute to Mr Stratton of 2 April 1979 which touches on Mr Russell's qualities as Governor about which there are indeed many other documents.
