JAMES NEIL HENDERSON

Mr Henderson was born on 18 July 1929 in Essex. He is married with three children.

He was educated at Bryanston School, Dorset, and Sidney Sussex College, Cambridge, where he obtained a BA (Hons) Class II.

He served as a Sergeant in the Royal Artillery from 1948 to 1949, during which time he was employed on Personnel Selection duties.

His first overseas appointment was to Kenya as an Administrative Officer in 1953. He was employed on District work there until his transfer to llong Kong in 1962. His first appointment in Hong Kong was as an Assistant Secretary in the Finance Branch of the Secretariat, and he acted as Deputy Financial Secretary and Assistant Financial Secretary during the absence of other officers on leave. From 1967-70 he was Assistant Establishment Officer, and in 1970 was appointed Principal Assistant Colonial Secretary (Establishments). Since 1973 he has served as Deputy Commissioner of Labour and Mines (Administrative Officer, Staff Grade B), and Labour Commissioner (Administrative Officer, Staff Grade A).

Reports on Mr Henderson throughout his career have been consist- ently good. He is described as a competent, resourceful officer of above average mental capacity and mature, balanced judgement, who accepts responsibility easily and takes a great interest in his work. He is said to be imperturbable, logical and thorough in his approach, and to be particularly good on financial and establishment work, which he enjoys. Reporting Officers have on several occasions mentioned his untidiness in dress and manner, though this is said to have improved recently. He is reputed to have a rather phlegmatic and unhurried approach to organisational problems which tends to delay the progress of work in his branch, but nevertheless to be a very able and promising officer. Reports say that he has the intellectual capacity for higher responsi- bilities provided that he can improve his capacity to assess priorities. He became Labour Commissioner, Staff Grade A, in April 1978.
