Mr Barnes was born on 17 January 1935. He is married.
He was educated at Bryanston School and Keys College, Cambridge, where he obtained a BA (Hons) Class II-I.
He was appointed to Hong Kong as a Resettlement Officer (retitled Administrative Officer in 1959) in Lecember 1958. He served as an Administrative Officer in the New Territories and in the Secretariat. He became a Senior Administrative Officer in December 1966 and Administrative Officer Staff Grade C in 1970. His promotion to Staff Grade B was in April 1974 whilst serving as Deputy Secretary for the Environment the post in which he still serves.
