NOTES FOR MEETING ON 10 MAY AT 11.30 am IN MR MCLAREN'S ROOM (K246) TO DISCUSS GOVERNORSHIPS IN DEPENDENT TERRITORIES
We propose to meet to discuss items to be put before the Dependent Territories Senior Appointments Board on 4 June 1979. The following matters will be dealt with.
1. (i) Governor, Belize: Mr McEntee's term of office ends in
June of this year when he will be 60. He agrees to a short extension until the end of this year or the begin- ning of 1980. This will be put to the Board. They will also be asked to recommend a successor. Both Mr McEntee and his predecessor were DS officers. M&CD hold the view that the next Governor should also be a member of the Diplomatic Service, preferably with Dependent Territories experience. The grading of the present Governor is DS3.
(ii) Governor, Falkland Islands: Mr Parker's term of office
comes to an end in December of this year when he will also be 60. The Board will be asked to recommend a successor. Mr Parker and his two predecessors have been members of the Diplomatic Service. SAmD have confirmed that the requirements of the job remain the same and that we should therefore be looking for a replacement from among DS officers. The grading of the present Governor is DS3.
(iii) Governor, Montserrat:
Mr G Wyn Jones's term of office ends in January 1980. He is a member of HMOCS and could, at age 53, have his term extended. However, neither he nor WIAD are in favour of this. The Board will therefore be asked to recommend a successor. This post has always been held by an HMOCS officer. The Governor needs a very good knowledge of colonial administration and politics and also of development. He has no-one to whom he can turn if he lacks this experience. The post is not there- fore considered really suitable for a DS officer. The job equates to a DS4.
These three vacancies call for a person with a temperament suited to living conditions which are unattractive, with few of the facilities which DS officers might normally expect to enjoy. It follows therefore that in each territory both the Governor and his wife need the inner resources for such a life.
