1. Mr Duff promised to let us have his assessment of Mr Dale and Mr Wallace as contenders for the above Governorship when it comes vacant early next year. This he has done in his minute of 24 April below and Mr Stratton has added his comment.

I subsequently agreed to let Mr Duff see the c.v.s of these two candidates which would go before the DTSAB. These are attached. In his minute of 3 May he has suggested certain amendments to these.

3. I know that Mr Duff is very keen indeed to get Mr Dale in the post of Governor, Montserrat, but I am not happy about the way he now feels it necessary to write down Mr Wallace. As long as he was Governor of BVI, Mr Wallace seemed to receive good reports all round and as you know he particularly impressed the PUS and Mr Rowlands. I would suggest that if we include

Mr Duff's suggested amendment, we exclude the second sentence which I have bracketed.

4. As regards Mr Duff's proposed revision on Mr Dale, I do not think we can slant a c.v. to apply to the vacancy in this way. We might include some of these comments in the Brief on Montserrat but a c.v. should surely state an officer's strength and weaknesses as they are and not inasmuch as they relate to a particular job.
