Finally, I suggest that this last meeting of the DTSAB

should be without a Minister but that it should submit its

recommendations to the Secretary of State through Mr Hurd and

Mr Ridley.

I attach drafts which the PUS may wish to send to the

Secretary of State, to Sir P Reston and to Sir D Trench,

embodying the above proposals.
