The Governor has power to grant pardon to prisoners convicted of any offence, to reduce or remit the punishment,
or to defer its execution. In exercising the prerogative of mercy in capital cases the Governor is advised by a Committee, including a Minister, the Attorney-General and the Chief Medical Officer. It is for the Governor "in his own judge-
ment" to decide whether to commute a sentence after consulting the Committee. In cases of extradition, where a Magistrate has found that the requirements of the extradition laws and the treaties have been met it rests with the Governor, who may consult the Secretary of State, to decide whether or not
an order for extradition should be made.
