Timing of the Appointment
2. The present Governor has been in post since December 1976.
He reaches the end of his term and also retirement age in
December 1979.
Requirements of the Post
3. The Governor should be a practical administrator with
diplomatic experience and should be able to impress his person-
ality on a strong minded and conservative community which has
close links with the United Kingdom. His primary diplomatic
task of gaining acceptance for HMG's policies requires much
political skill, tact and patience: it constitutes an exceed-
ingly difficult balancing act. While representing and further-
ing HMG's policies, the Governor must win the confidence of
the Islanders, who are suspicious of change of any sort.
