I am delighted that I can finally send you my congratulations on your promotion. I am sorry about the delay but, at any rate, better late than never.
2. You will recall that in our correspondence earlier last year we agreed that if you were promoted it would be on the basis that Belmopan would be your last post and that you would remain there for rather longer than if you had still been in Grade 4. My impression is that you thought that the right thing might be for you to stay on far enough beyond the end of your normal tour in September 1979 to cover the elections. It strikes me that if you were to delay your move until, say, the beginning of December you would have had a full year in your new grade and still be home for Christmas.
