BERMUDA : DEPUTY GOVERNOR
1. The Governor is assisted by a Deputy Governor and an Administrative Secretary.
THE DEPUTY GOVERNOR
2. The Deputy "overnor has to act as Governor from time to time. These periods can vary from three weeks to three months during which time he is called on to exercise special represen- tational qualities, and may also be confronted with the need to take major policy decisions on matters which fall within the Governor's special responsibilities under the reserved powers. His main role, however, is to assist the Governor to carry out his special responsibilities which are for external affairs, defence. internal security and the police. In this connexion the Deputy Governor's office functions as a Ministry, with the Deputy Governor performing the duties of Permanent Secretary. In this capacity he is the Chairman of the Intelligence Committee and the Security Committee. These committees are made up from the Attorney-General, the Secretary to the Cabinet, the Chief of Police, various Fermanent Secretaries, the Commanding Officer of the Bermuda Regiment and the Resident Naval Officer whose principal role is to advise the Governor on his responsibilities for defence.

On internal security he deals direct with the local authorities. In external affairs he has frequently to deal direct with the US Consul-General who is a senior career diplomat.
4. The Deputy Governor also deals with a number of quasi- consular matters such as naturalisation and registration of citizens of the UK and Colonies. His office has also to handle a variety of routine matters such as clearance of visits by foreign ships and aircraft.
5. The Deputy Governor's office is responsible for protocol and ceremonial affairs which are given undue importance in this small but status conscious Colony.
6. The Deputy Governor needs to have besides administrative ability, tact and maturity and an ability to get on well with Bermudians of all races. He has to rely on personality and experience to establish an effective working relationship with local Ministers.
