Timing of the Appointment
2. The present Governor has been in post since January 1977. He reaches the end of his term in January 1980.
Requirements of the Post
3. The Governor's position is constitutionally weak. He has very limited discretion to reject the advice of his Executive Council over devolved matters and his powers in the exercise of his special responsibilities are circumscribed by the need to consult his Ministers. He must therefore operate by tact, patience and persuasion. Montserrat is grant-aided and needs to attract investment so as to increase local revenue; the
Governor is closely involved in development planning and in financial management. This is a lonely and frustrating post where hard work often achieves disappointingly small results. The incumbent must be resolute and possess a sense of humour
and the ability to relax.
