1. I have now received POD confirmation that the promotions to DS3 for Mr Hennessy and Mr Hunt have gone through the No 1 Board. I asked Mr Alexander whether he would be sending a parallel submis- sion to the Secretary of State, to accompany the one we had proposed. He said he did not think this was necessary providing that our submission made mention of the recommendation of the No 1 Board on these two officers' promotions.

2. There is therefore now no further obstacle to our submitting the recommendations of the DTSAB to the Secretary of State - and as the Board was held 6 weeks ago I hope that it will not be too long before we get them approved. Mr Duff is most anxious to acquaint Mr Dale and others with his proposed appointment and, as you know M&CD wish to fix up a tour for Mr Hennessy in early August which would be pointless if there is any hitch in his appointment.

I attach a submission together with a draft letter to go to the Prime Minister once the Secretary of State has approved. The proposal to route the papers through Mr Hurd- who will consult other Ministers as appropriate - is contained in the PUS's minute of 30.5.79 to the Secretary of State.
