favour of candidates from the Diplomatic Service.
As in the past, we will be looking for the best man
for the job, and the right kind of experience in
Dependent Territories will continue to be a very
important qualification.

to any members of your staff who you think should see it,
and reassure them that the new arrangements will in no
way diminish their chances of being considered for
Governorships or other senior posts.
