SENIOR APPOINTMENTS IN THE DEPENDENT TERRITORIES
1.
Please refer to your minute of 17 October. I do not think that the need to consult the Secretary of State and The Queen about appointments to Governorships in Grade 4 need preclude the processing of such appointments by the No 2 Board.
As you may know, Heads of Mission appointments in Grade 4 are handled by that Board and submissions are made from that Board to The Queen. We also consult the Secretary of State. I do not therefore see any problem.
2.
With regard to your second point, I think it would be sensible for someone on the selection boards to be able to speak to items relating to dependent territories appointments.
No 1 Board the obvious person would be the DUS responsible for dependent territories and, on the No 2 Board the appropriate AUS. If however he were unavailable I would see no objection to the Head of Hong Kong and General Department attending the Board for that particular item.
