Length of Term of Office of Governors (Brief number 7 refers)

Lord Balniel said that a three year term of office might help to

get younger people into small Governorships; the Chief Clerk said

it would also be easier to make Diplomatic Service officers available

on secondment to the Dependent Territories for three years rather

than five.

The Board recommended that except in the case of Hong Kong

in future the normal term of appointment of a Governor should be

three years in the first instance.
