breeds of cattle for which each successive Agricultural Officer has had
an individual fancy. This is disturbing enough to local people, is
frustrating in the end results achieved, and produces a sense of
insecurity. In the past, a Governor with a five year tour has been
able to provide a measure of continuity and restrain some of the more
obvious lunacies, but one with a three year tour can only, I fear,
himself add to the local sense of frustration, of insecurity and indeed
of the impermanence of the United Kingdom expertise and interest alike.
