2. [The arguments you present in favour of five rather than
three year terms of office for Governors have much to commend
them. Under Colonial Regulations, Governors hold office during
under
Her Majesty's pleasure and in the past the normal time was
five years.
However a number of circumstances have changed
over recent years. There are now fewer Governorships than
hitherto and fewer suitable officers to fill those that remain.
Most of the Dependent Territories are small and often isolated.
Governors are now supported by few senior expatriate staff so
their responsibilities are less easily shared. In a number of
